Dr Andy Greenfield, Programme Leader at MRC Harwell, has been appointed as member of the new Regulatory Horizons Council (RHC), an independent expert committee established by the Department for Business, Energy and Industrial Strategy (BEIS).
Five members have been asked to join the Council to provide impartial expert advice to Government on the implications of technological innovation and the regulatory reform needed to support its rapid and safe introduction.
Andy is Programme Leader of the Sexual Development group at MRC Harwell and brings with him a wealth of expertise in assisted reproductive technologies, ethical innovation, policy and governance. Alongside his role as Programme Leader, Andy was Chair of Harwell’s Animal Welfare and Ethical Review Body (AWERB) from 2010 to 2020 and was a member of the Human Fertilisation and Embryology Authority (HFEA) from 2009 to 2018. Here, he chaired two expert panels assessing the safety and efficacy of mitochondrial donation (also known as three-person IVF) and remains an external advisor to the HEFA’s Scientific and Clinical Advances Advisory Committee (SCAAC). Andy was a member of the Nuffield Council on Bioethics (NCOB) from 2014 to 2020 and chaired a working group examining the ethical implications of genome editing in 2016. He is also currently a member of the International Commission on the Clinical Uses of Human Germline Genome Editing.
Andy will work alongside Chair Cathryn Ross and four other council members for an initial two-year period. The Council will play a part in maximising the value of technological innovation, while maintaining public trust, engaging with entrepreneurs, industry, academia, civil society and regulators to inform its work.
